# Fibre Coverage, Installation & Home Readiness — full article

### From a coverage result to a working fibre service

South Africans often describe an address as “having fibre” when several very different things may be true. Fibre may be planned for the suburb. Contractors may be building the street network. The road outside may already be live. A boundary box may exist on the property. An ONT may already be mounted inside the home. The physical line may be installed but still waiting for activation.

Each state answers a different question. None should be treated as proof that internet service is already available inside the property.

This pillar follows the full pre-service journey: checking an exact address, understanding the coverage status, placing an order, clearing permissions, planning the route, completing the physical installation and confirming the handover. It focuses on the parts of fibre that happen before ordinary support and home-network optimisation begin.

### 1. Coverage is an address-level result

A coloured polygon over a suburb is useful, but it cannot describe every erf, unit, new development or access restriction inside that area. ISPA notes that fibre is not available everywhere and recommends checking FNO coverage sources. It also highlights a common South African situation: an area may be covered while a complex or apartment building has not granted permission for an operator to install inside the property.

Coverage checks work best when the search uses the full street address and, where relevant, the correct unit, estate, building or stand information. A mismatch can occur because:

- the map uses a different spelling or street number;
- a new subdivision has not yet been added to the operator’s records;
- the building is inside a live area but lacks internal fibre infrastructure;
- the property lies close to, but outside, a network boundary;
- an existing line or previous order is attached to the address;
- the network is live in the street but the individual premises still needs a non-standard build.

### 2. The FNO and ISP perform different jobs

South African open-access fibre usually involves at least two organisations.

The fibre network operator, or FNO, builds and operates the physical access network. This includes infrastructure in the road reserve or on poles, distribution points, the drop into the property, the fibre termination equipment and the network systems used to provision the line.

The internet service provider, or ISP, accepts the customer’s order, manages the customer account and uses the FNO network to provide access to the internet. The ISP may supply and configure the router. It also communicates with the FNO about the order on the customer’s behalf.

ISPA’s Fibre Primer describes the customer as interacting with the ISP while the ISP arranges the physical line with the FNO. The exact operating model varies—some organisations have both network and retail operations—but the order confirmation should still identify who supplies the internet service and which network covers the address.

### 3. An order starts a workflow; it does not prove an installation date

After an order is submitted, the ISP and FNO must reconcile the address, package, customer information and current state of the premises. If a usable line already exists, the work may be mostly administrative. If the street network is live but the home has never been connected, an installation appointment is normally required. If the network must be extended, the project becomes an off-net build with more dependencies.

ISPA’s current best-practice recommendations distinguish on-net installations, where infrastructure already reaches the area, from off-net installations that require the network to be extended. They also recommend that time estimates state whether they use working or calendar days, separate the two installation types and disclose that external factors can affect the date.

A typical new-order journey contains these stages:

1. Customer submits an order for an exact address.
2. ISP checks the order and sends it to the relevant FNO.
3. FNO validates coverage and the current line or premise record.
4. Any missing consent, access or address information is resolved.
5. Installer contacts the customer or authorised representative.
6. Route and scope are agreed at the property.
7. Physical fibre and termination equipment are installed.
8. Installation result is recorded and accepted.
9. FNO provisions or activates the line.
10. ISP enables internet access and the router is connected.

These stages can be combined or reordered by a particular operator. The important distinction is that physical completion and network activation are not always simultaneous. ### 4. Permissions are part of the network design

A fibre rollout crosses spaces controlled by different parties. Public road reserves may require municipal wayleaves and coordination with existing electricity, water, sewer and telecommunications services. A private estate may require approval from an HOA. A sectional-title building may require body-corporate or managing-agent participation before common property can be used. A tenant may need written authority before drilling or fixed equipment is installed.

A wayleave is not simply permission from one homeowner. It is normally part of the operator’s process for carrying out work in a public road reserve or municipal servitude under local rules. An individual resident cannot issue that approval or accelerate every department involved.

At the property, the person approving the route should have authority to do so. The installation may involve external ducting, a small trench, drilling through a wall and permanently mounted termination equipment. For shared property, the route from the street to the unit can cross passages, risers, ceilings, façades or gardens that are not controlled by the occupant alone.

### 5. The physical installation has a public side and a premises side

The access method is determined by the FNO’s local network. In a trenched area, fibre normally approaches through underground ducting and a boundary or distribution point. In an aerial area, the final drop may come from a pole. Complexes and apartment buildings may use shared distribution infrastructure before a smaller drop reaches each unit.

Inside or at the home, names differ between operators, but the functional path usually contains:

- a connection from the distribution network to the property;
- a protected drop cable;
- a termination point or wall box;
- an optical network terminal (ONT) that converts the optical service to an Ethernet handoff;
- a router connected to the ONT for the household network.

The ONT and wall box should be accessible, protected from accidental damage and close to suitable power. ISPA’s best-practice guidance recommends installing customer-premises equipment so status lights and identifying labels remain visible. It also recommends avoiding publicly accessible positions that increase theft or vandalism risk.

The ONT location and the best Wi-Fi location are related but not identical decisions. A central ONT position may be convenient, yet a larger home may later use Ethernet or access points to distribute connectivity. Do not force the fibre drop through a difficult or vulnerable route solely to make one router cover every room.

### 6. Standard installation is a scope, not a universal promise

An advertised installation benefit normally applies to a defined standard scope. The definition may limit the distance from a boundary or network point, the type of trench or duct included, the number of wall penetrations, the equipment supplied, or the work permitted on paving and specialist finishes.

Work outside that scope can require a quote. Common examples include:

- a long route across a large erf;
- blocked or missing conduit;
- specialist drilling or high-access work;
- lifting and reinstating decorative paving;
- additional civil work beyond the normal connection point;
- a later request to move fixed fibre equipment;
- building work needed before the FNO can complete its installation.

“Free installation” also does not automatically mean that activation, router delivery, non-standard work or later cancellation carries no cost. Read the offer and service terms, and do not approve extra work without a written price and scope.

### 7. Prepare before the team arrives

The most useful preparation happens before drilling begins:

- confirm the exact address, unit and contact number on the order;
- obtain written property or building permission where required;
- decide which authorised adult will approve the route and sign the handover;
- identify a dry, accessible location with suitable power;
- consider the route from the boundary, pole or building distribution point;
- point out known electrical cables, water pipes, alarms, irrigation or other hazards;
- clear furniture, plants and stored items from the likely work area;
- secure pets and arrange access through gates, security or reception;
- ask which work is standard and which work requires a quote.

### 8. Handover is the last installation control point

Do not treat the signature as an administrative formality. Before accepting the work, walk the route with the installer. Check that visible ducting and boxes are secure, wall penetrations are reasonably sealed, agreed reinstatement is complete, equipment can be reached and the installed identifiers are recorded.

Ask one direct question: **Is the physical installation complete only, or has the service also been activated?**

If activation is still pending, a router that cannot reach the internet does not necessarily indicate a fibre fault. Keep the order and installation references, photographs and any written note of outstanding work. ### The installation principle to remember

Coverage describes the network’s reach. An accepted order starts coordination. Installation creates the physical connection. Activation enables the line. The ISP then provides internet access over it.

Keeping those states separate makes it easier to ask the right organisation the right question—and prevents a normal pending step from being mistaken for a fault.

### Frequently asked questions

#### Does “fibre available” mean my home can be connected immediately?

Not always. The area may be live while your exact premises still needs address validation, a drop installation, building permission or non-standard work. Treat a map result as the beginning of the order check, not final engineering approval.

#### Who should I contact about my installation order?

Start with the ISP that accepted the order unless your confirmation explicitly provides a different installation channel. The ISP can check the order and communicate with the FNO responsible for the physical network.

#### Should I cancel my old internet service as soon as the installation is booked?

Avoid relying only on an estimated appointment. Physical installation and activation may happen at different times. Keep any service you cannot be without until the new connection is confirmed live, subject to the notice and contract terms of the old service.

#### Can I choose whether the fibre is aerial or underground?

Usually not at street-network level. The FNO’s existing design, municipal approvals and local infrastructure generally determine the delivery method. You can still discuss the safe route across your property.

#### Can the installer put the ONT anywhere I want?

The position must be technically feasible, within the installation scope and reachable by a safe cable route. It should also have power, remain accessible and be protected from damage. A special route may require extra work or cost.

#### Does installation completion mean the internet must already work?

No. Some workflows require the completed installation to be recorded before network activation and ISP provisioning can occur. Ask which stage is complete and what event will confirm service activation.
