# Fibre Installation in Complexes, Estates and Apartment Blocks

**Answer:** Fibre in a shared property usually needs two layers of infrastructure: a network connection to the development or building, and an internal route to each unit. Coverage at the road or gate does not prove that a particular block, floor or home is ready. The FNO may need a landowner agreement, approved common-property design, building distribution points and access coordination before individual orders can proceed.

### Why multi-dwelling installations are different

In a freestanding house, one owner can often approve the route across the erf. In a complex, estate or apartment building, the final connection may cross land, walls, ducts, passages, ceilings, risers and equipment rooms shared by many people.

The occupant may control the inside of the unit but not the route leading to it. That is why a unit order cannot always solve a building-level infrastructure gap.

ISPA’s Fibre Primer notes that fibre can be available in an area while a gated community or apartment building has not granted an FNO permission to install. It refers to landowner consent as a necessary part of that scenario.

### Three readiness levels

#### 1. Area or gate coverage

The FNO network reaches the road, entrance or boundary of the development.

#### 2. Property or building coverage

The FNO has approval and shared infrastructure inside the estate or building. This may include a main connection, communications room, distribution cabinets, ducts, risers or floor boxes.

#### 3. Unit readiness

The infrastructure reaches the relevant block or floor and can support a drop into the exact unit. The unit may still need an appointment, termination and ONT.

Ask which level the map result describes.

### Who may be involved

- property owner or developer;
- body corporate and trustees;
- homeowners’ association;
- managing agent;
- facilities or building manager;
- estate security;
- FNO property or precinct team;
- ISP accepting the resident’s order;
- installation contractor;
- tenant or unit owner.

Not every party approves every step. Identify one building contact who can confirm the approved network and process.

### The property-level rollout

Before unit installations, the FNO may need to:

1. assess demand and existing infrastructure;
2. survey the development or building;
3. propose entry points, equipment spaces and shared routes;
4. agree ownership, access, maintenance and reinstatement terms;
5. obtain landowner or scheme approval;
6. schedule construction under security and working-hour rules;
7. install shared ducts, distribution points or risers;
8. test and commission the common infrastructure;
9. load blocks and units into the order system;
10. publish the resident-order process.

This work may take place long before an individual ONT appears inside a unit.

### Estates and gated communities

An estate may use roads and verges that are privately managed. The FNO normally agrees routes, reinstatement, security access, contractor conduct and equipment locations with the property authority.

Before ordering, residents should ask:

- Which FNOs are approved?
- Is the whole estate live or only certain phases?
- Are there approved routes or termination points at each home?
- Must installation be booked with security?
- Are working hours restricted?
- Does the HOA require an installation form or deposit?
- Who reports damage to common property?

Do not assume an installer can ignore estate rules because an ISP accepted the order.

### Complexes and sectional-title schemes

Routes may cross common property before reaching a section. The body corporate or authorised managing structure usually needs to coordinate the shared design. Residents should obtain the current scheme process rather than asking the installer to improvise through passages or shared ceilings.

Useful building information includes:

- approved FNO and agreement status;
- block and unit list;
- communications-room access;
- riser and conduit availability;
- allowed façade or passage ducting;
- fire-stopping requirements where walls or floors are penetrated;
- maintenance access after installation.

### Apartment blocks

In a multi-storey building, the network may terminate in a basement or communications room and distribute vertically through risers. A floor box or splitter can then serve unit drops.

A “live building” may still have a gap if:

- the relevant riser is full or blocked;
- the unit is missing from the FNO system;
- the block or floor was excluded from the first phase;
- the communications room cannot be accessed;
- the internal route needs building approval;
- earlier renovations closed the intended duct.

Provide the building name, block, floor and unit—not only the street address.

### The unit installation

Once building infrastructure is ready, the individual appointment normally focuses on the route from the nearest approved distribution point into the unit.

The occupant should:

- obtain required owner or managing-agent permission;
- arrange access to common areas and equipment rooms;
- identify the authorised person signing for the unit;
- agree the entry and ONT location;
- protect common finishes and record any damage;
- confirm whether the physical installation or activation is complete.

### Choosing between multiple FNOs

Some developments allow more than one FNO; others have only one installed network. A resident should not infer exclusivity or permanence from a sales claim. Ask the property authority:

- which networks have signed agreements;
- which networks are physically commissioned;
- whether all units can choose among them;
- whether the building owns any shared duct or distribution infrastructure;
- how maintenance access is governed.

Then check which ISPs sell on the network available to the unit.

### When the coverage checker cannot find the unit

Do not order against the gatehouse or a neighbouring unit. Ask the ISP to request a premises validation using:

- development and building name;
- full street address;
- phase, block, floor and unit;
- accurate map pin;
- managing-agent contact where appropriate;
- photograph and identifier of any existing unit equipment.

The missing unit may be a data problem or a real infrastructure gap. The validation should distinguish them.

## Frequently Asked Questions

**Fibre is live outside my complex. Why can’t I order?**

The FNO may not yet have landowner consent or internal infrastructure. Road coverage and property readiness are separate states.

**Can one resident approve fibre for the entire complex?**

Usually not. Shared routes and common property require the authorised property-governance process. A resident can raise the proposal and help demonstrate demand.

**Does every unit need a separate ONT?**

Many standard FTTH designs provide unit-specific termination equipment, but architectures vary. The FNO’s approved building design determines the equipment.

**Who gives the installer access to a communications room?**

The managing agent, facilities team, trustees or security process normally controls it. Arrange this before the appointment.

**Can the installer run cable through a common passage without approval?**

Do not assume so. The route may affect common property, fire protection, aesthetics and future maintenance. Use the approved building process.
