# How Fibre Coverage Checks Work in South Africa

**Answer:** A fibre coverage check compares an exact address or map point with an FNO’s network and premises records. A positive result means the operator believes the address falls within a serviceable area or process. It does not always guarantee that the property is already connected, that every unit in a building is ready, or that no additional work is required.

### Why fibre coverage is more precise than a suburb name

Fibre is fixed infrastructure. It follows particular streets, poles, ducts, buildings and distribution points. An FNO can serve one side of a road, one phase of an estate or one section of a suburb without being able to serve every nearby address.

ISPA’s national fibre-mapping commentary has noted that an operator serving a suburb does not necessarily serve every street in that suburb. That is why “fibre in my area” and “fibre at my premises” are different questions.

A useful coverage check needs as much of the following as the system supports:

- street number and street name;
- suburb, town and province;
- complex, estate or building name;
- unit number;
- erf or stand information where street addressing is unreliable;
- an accurately placed map pin.

Do not select the nearest address simply because your own does not appear. An order against the wrong premises record can be rejected, delayed or associated with someone else’s line.

### What happens behind the coverage result

The implementation differs by operator, but a checker usually relies on a combination of geographic and operational data.

#### Coverage polygons

A polygon marks the approximate area assigned a particular network status. It is useful for visualising reach, but its edge is not a survey of every driveway or unit.

#### Address or premises records

An operator may maintain a record for each serviceable property, building or unit. That record can include a premise identifier, coordinates, network area, installation state and any existing line information.

#### Network readiness

The result may indicate whether infrastructure is planned, being built or live. Operators use different words and colours, so read the legend on the specific map. #### Property constraints

A technically live street may still require access across private land, body-corporate approval, a building distribution network or non-standard civil work before a unit can be connected.

### Why two coverage checkers can disagree

An ISP may combine data from several FNOs, while an FNO map represents only that operator’s own network. The systems may also update at different times or use different address-matching tools.

Common reasons for different answers include:

- one system matched the typed address to the wrong map point;
- the FNO recently changed an area status and the ISP feed has not yet refreshed;
- the ISP does not sell on the FNO returned at that address;
- the building is present in one database but its individual units are not;
- the premises has an existing line that changes the available order type;
- the address sits on a boundary between network areas;
- a new street, subdivision or unit number is missing from the source data.

The safest next step is not to place several duplicate orders. Send the ISP the exact written address, a map pin and any building or unit information so it can request an address validation.

### “Covered” does not always mean “installed”

Coverage describes network availability. Installation describes the physical connection to the premises.

A covered property can be in one of several conditions:

1. **No property connection:** The street network is available, but a new drop and indoor equipment are required.
2. **Termination present:** A boundary box or internal termination exists, but the line still needs completion or activation.
3. **ONT present:** Equipment is already installed, but the FNO must validate its identity and service state.
4. **Existing active service:** Another account may still be associated with the line, which belongs to the later switching and service-management pillar.
5. **Additional build required:** The property is inside the broader area, but distance, access or missing infrastructure makes the order non-standard.

This is why the wording on an order response matters. “Coverage confirmed”, “order accepted”, “installation scheduled” and “service activated” are not synonyms.

### Coverage in complexes and apartment buildings

A map may show coverage at the road or main gate while the internal building network remains incomplete. ISPA’s Fibre Primer specifically identifies properties where an area is covered but the complex or apartment building has not granted permission to install.

Before assuming an individual unit is ready, establish:

- whether an FNO has a signed landowner or building agreement;
- whether shared infrastructure has been installed;
- whether the specific block, floor or phase is live;
- whether the unit already has a termination point or ONT;
- who grants access to risers, ducts, ceilings or communications rooms.

### How to submit a useful coverage query

Provide one clean set of information:

1. Exact address as it appears on a municipal account, lease or property record.
2. Building, complex, estate and unit details.
3. A map pin placed on the correct property—not the suburb centre.
4. A photograph of any existing fibre wall box or ONT, including the visible label or serial number, without disconnecting anything.
5. The name of a previous FNO or ISP if known.
6. A note explaining whether neighbouring properties are connected.

Neighbouring service is useful evidence, but it is not proof. Ask for **address validation** or a **premises-record check**, not only a generic suburb check.

### What to do with each result

| Result | Practical next step |
| --- | --- |
| Exact address returns live packages | Place one accurate order and wait for FNO validation. |
| Address returns planned or in-build | Register interest if available and monitor the operator’s stated status source. |
| Pin is inside coverage but address is missing | Ask the ISP to validate or create the premises record with the FNO. |
| Complex gate is covered but unit is absent | Contact the managing agent, body corporate or HOA about the building rollout. |
| Map shows no coverage | Check other FNOs and register interest; do not treat a neighbour’s result as your own. |
| Existing equipment is present | Provide clear photographs and identifiers so the correct activation or existing-line process can be used. |

## Frequently Asked Questions

**Is an ISP coverage checker less accurate than an FNO map?**

Not necessarily. An ISP checker may be more convenient because it combines multiple networks. The FNO remains the source of the physical network record, so a disputed result may still need FNO validation through the ISP.

**My neighbour has fibre. Why does my address show no coverage?**

Your property may be outside a network boundary, use a different access route, be missing from the address database or belong to a phase that is not live. Submit the exact address and map pin for validation.

**Can I order using my neighbour’s address and correct it later?**

No. The order can attach to the wrong premises or line. Resolve the address record before ordering.

**Does a positive coverage result guarantee free installation?**
